MP Demands Justice for Boda Boda Rider Killed During National Cleaning Day

A Member of Parliament has urged the government to thoroughly investigate the fatal shooting of a boda boda rider, Ronald Jjuuko Kizito, during a national cleaning exercise and provide compensation to his grieving family.

MP Hassan Kirumira highlighted the incident during a parliamentary plenary session. He stated that Jjuuko, 28, was shot by a police constable on August 29, 2026, while reportedly responding to a medical emergency. According to Kirumira, an altercation occurred when Jjuuko was stopped for allegedly violating movement restrictions, leading to the officer discharging his firearm.

Kirumira questioned the lack of clear communication regarding the rules and exemptions for the national cleaning exercise, pointing out that the guidelines had not been officially gazetted or widely disseminated. He cited the Constitution, which mandates the police to protect life and property, and questioned the use of live ammunition in enforcing a cleaning initiative.

“We cannot kill Ugandans for refusing to do general cleaning,” Kirumira stated, calling for an immediate directive from the Inspector General of Police to prohibit the use of live ammunition during such enforcement activities. He also demanded the apprehension and interdiction of the involved Police Constable Allan Okello.

Appealing for government compensation, Kirumira described the dire circumstances of Jjuuko’s family, including his orphaned children and a grieving widow who relied on him. The Third Deputy Prime Minister, Hon. Rukia Nakadama, acknowledged the incident and assured Parliament that a government investigation is underway and its findings will be reported.
