MPs Concerned Over Nakaseke's Alarmingly Low PDM Fund Recovery

Members of Parliament serving on the Public Accounts Committee (Local Government) are questioning the effectiveness of the Parish Development Model (PDM) in Nakaseke District due to a strikingly low recovery of disbursed funds. The committee, chaired by Hon. Betty Nambooze, was informed that a mere Shs28.2 million has been recouped over the past year.

This comes despite a substantial Shs25 billion being allocated to Savings and Credit Cooperative Organizations (SACCOs) in the district. A significant portion, Shs6.46 billion, was slated for repayment in the financial year 2025/2026 under the Parish Revolving Fund (PRF) arrangement.

The PDM focal person for Nakaseke, Robert Kaggwa, acknowledged that the recovered amount was collected on a voluntary basis from the 2,500 families who benefited from the funding. Hon. Nambooze voiced her dismay, questioning the performance of other districts if Nakaseke’s recovery rate is so poor.

Kaggwa attributed the low recovery to the absence of clear modalities for beneficiaries to repay funds after the initial two-year grace period. He noted that recovery efforts are now being channeled through the Wendi app, with communications sent to beneficiaries, SACCO chairpersons, and the Ministry of Finance. Sensitization campaigns through radio shows and community meetings are also underway.

Furthermore, the committee also reviewed the disappointing performance of the Youth Livelihood Programme (YLP) in the district. An Auditor General’s report revealed that only Shs3 million was recovered from beneficiary groups, leaving an outstanding balance of Shs923 million. Officials cited the disintegration of many groups as a major impediment to recovery, with group leaders reportedly failing to attend meetings aimed at resolving the issue.
