Human Rights Commissioner Backs Ebola Travel Restrictions for King Oyo's Burial

Uganda Human Rights Commissioner Crispin Kaheru has voiced his support for restrictions placed on mourners traveling from the eastern Democratic Republic of Congo (DRC) for the upcoming burial of Tooro Kingdom’s King Oyo.

The Ministry of Health’s decision aims to prevent the potential transmission of the Ebola virus, which remains active in neighboring DRC.

Kaheru stated that these public health measures are essential safeguards, particularly given the scale of a royal burial. He highlighted the paramount importance of the right to life, asserting that Uganda cannot afford to take risks with large gatherings when Ebola is a threat across the border. He recalled past experiences where a single infection led to widespread outbreaks.

He clarified that the restrictions are not intended as a snub to Congolese mourners, acknowledging the strong cultural ties between the Batooro people on both sides of the border. Kaheru emphasized that while communities and borders are important, Ebola itself disregards these divisions.

To allow participation while mitigating risks, Kaheru pointed to alternative virtual arrangements being provided. He also stressed that public health protection and human rights are not in conflict, but rather that safeguarding citizens from deadly diseases is a fundamental human rights obligation.

During this period of national mourning, Kaheru urged that the focus remain on honoring King Oyo while simultaneously implementing necessary precautions to protect the anticipated thousands of attendees.
