Recovery of funds under Uganda’s Parish Development Model (PDM) in Kalaki District has stalled significantly, with only Shs5 million recouped from an approximate Shs12 billion that has been disbursed.
These alarming figures were revealed during a recent oversight visit by the Ministry of Economic Monitoring, which was assessing the progress of PDM, Emyooga, and cattle-restocking initiatives within the district.
Officials noted that the district had received roughly Shs13 billion in total under the PDM program. The vast majority of this, around Shs12 billion, was distributed to beneficiaries. However, the subsequent recovery of these funds has been exceptionally slow, raising questions about the program’s effectiveness and the mechanisms for repayment.
The low recovery rate presents a major challenge to the PDM’s objective of transforming livelihoods at the parish level. The Ministry of Economic Monitoring has identified this sluggish recovery as one of the most significant obstacles hindering the program’s success in the region.
