Deputy Speaker Tayebwa Tackles PDM Program Challenges in Ruhinda North

Deputy Speaker Thomas Tayebwa recently conducted an assessment of the Parish Development Model (PDM) program in his constituency of Ruhinda North County, encountering several critical issues that hinder its effective implementation.

During consultations with residents and local leaders in Mitooma District, Tayebwa learned about prolonged delays in accessing PDM funds, with some applicants waiting up to two years. He explained that the phased release of funds contributes to these delays, emphasizing that transparency in beneficiary selection, prioritizing earlier applicants, is paramount. Tayebwa advised displaying applicant lists by date on parish noticeboards to ensure fairness.

Concerns about corruption and unauthorized charges were also prominent. Tayebwa strongly advised residents against paying any fees to access PDM funds and urged them to report such demands. He reassured the community that reporting corruption protects their collective resources, as recovered funds are returned to the program.

The assessment also revealed instances where beneficiaries received less than the intended Shs1 million, particularly in the program’s initial stages. Tayebwa encouraged those who received partial amounts early on to repay them so they can apply for subsequent funding rounds.

A significant issue raised was the limited participation of youth in PDM committees. The youth councilor for Kigyende Sub-county highlighted that without representation, youth struggle to access their allocated 30% share of the funds. Tayebwa subsequently directed local leaders to review committee compositions and ensure adequate youth representation.

Tayebwa also clarified that beneficiaries of the Social Assistance Grants for Empowerment (SAGE) program are eligible for PDM funds. Other challenges noted included attempts to use fraudulent identities for applications and misinformation about the non-repayable nature of the loans.
