US and China Discuss AI Safety and Economic Ties Ahead of Summit

High-level discussions between the United States and China have touched upon establishing a new system to alert each other about artificial intelligence (AI) developments that could pose national security risks. U.S. Treasury Secretary Scott Bessent described the talks with Chinese Vice Premier He Lifeng in New York as “successful.”

These strategic conversations occur just days before a scheduled summit between U.S. President Donald Trump and Chinese President Xi Jinping in Washington. The urgency of these discussions is amplified by recent warnings from AI researchers about the technology’s potential dangers, prompting calls from industry leaders for a more cautious approach to AI development.

“We think that, just like with any cross-border activity, that moving from opaque to more transparency between the number one and the number two AI powers in the world is very important,” Bessent stated to reporters following the meeting. He emphasized the significance of transparency between the leading AI nations.

Beyond AI safety, the officials also addressed economic matters, including plans to “operationalize” a process for identifying potential tariff reductions on goods through the Board of Trade. This comes as a trade tariff truce between the two global economic powerhouses is set to expire in early November.

Chinese state news agency Xinhua reported that the exchanges were “candid, in-depth and constructive,” covering key economic and trade issues, including AI. Bessent shared on social media that the talks were intended to “lay the groundwork for President Trump to advance America’s economic interests.”

The dialogue highlights the ongoing race between the U.S. and China to lead in AI and technology sectors. While some in the U.S. have urged a slowdown in AI development due to potential negative impacts, President Trump has generally expressed confidence in existing policies and the U.S. capacity to maintain its technological edge, famously stating, “whoever wins in AI, wins.”

This follows previous high-level discussions on AI collaboration when President Xi hosted President Trump in Beijing earlier this year, which resulted in agreements on trade in agricultural goods and Boeing jets.
