Makerere Alumni Petition to Halt Convocation Election Cites Legal Gaps and Irregularities

A group of five Makerere University alumni have formally petitioned the University Council to halt the Convocation election scheduled for October 31, 2026. The petitioners argue that the election is being rushed without the necessary legal and administrative frameworks in place, raising serious concerns about the legitimacy and governance of the alumni body.

Central to their demand is the absence of a finalized Convocation Statute. The alumni highlight that the University Council itself previously acknowledged systemic issues in the 2022 election and ordered the drafting of this crucial statute. Proceeding without it, they contend, leaves the newly elected leadership on uncertain legal ground.

Furthermore, the petitioners question the transparency of the election process, stating that crucial details regarding voting procedures, eligibility, proxy rules, and dispute resolution have not been adequately communicated to members. They are demanding clear guidelines on the electoral roll, nominations, and voting arrangements.

The alumni also challenge a recent increase in the Convocation membership fee from Shs10,000 to Shs50,000, arguing that such a change requires approval from the General Assembly, which has not occurred. They believe this fee hike could disenfranchise eligible voters.

Concerns extend to the chosen venue and timing for the election. Holding the poll at an Entebbe hotel at 8:00 AM without declared accessibility measures presents significant barriers for alumni living upcountry, internationally, and those with disabilities. The petition advocates for remote and hybrid voting options.

Adding to the concerns are unresolved issues from the December 2022 election, which was reportedly marred by electoral malpractices and interference. The petitioners insist these past grievances must be addressed before any new election proceeds.

Finally, the group raises questions about financial accountability, noting the absence of AGMs in recent years, which they argue invalidates recent financial decisions and fee adjustments. They are demanding the publication of audited accounts and previous AGM minutes.

The petitioners urge the Council to suspend the election, withdraw the current notice, and allow time to establish clear, transparent, and legal electoral guidelines before the current leadership’s term ends in December 2026.
