UPDF and URA Officials Graduate Transformational Leadership Course

A cohort of 174 officials from the Uganda Peoples’ Defence Forces (UPDF) and the Uganda Revenue Authority (URA) has successfully completed the Transformational Leadership Course, Intake 10/2026. The graduation ceremony took place at the Oliver Reginald Tambo School of Leadership and Pan-African Centre of Excellence in Kaweweta, Nakaseke District.

Officiating the event, Minister of Finance, Planning and Economic Development, Henry Musasizi, emphasized the critical need for increased domestic revenue mobilization and robust integrity within the URA. He urged the graduates to actively combat tax leakages and reduce Uganda’s reliance on external borrowing.

Minister Musasizi highlighted the positive growth in domestic revenue, which has reportedly risen from Shs16 trillion in the 2019/20 financial year to Shs36 trillion in 2025/26. The government’s ambition is to elevate domestic revenue contribution to Gross Domestic Product (GDP) from 14% to 20% within the next five years, a goal that requires fixing existing bottlenecks and broadening the tax base rather than solely burdening compliant taxpayers.

He stressed the importance of leveraging data and technology for efficient tax administration and fair treatment of taxpayers. The Minister also issued a stern warning against corruption, reminding the officials that integrity is paramount for public trust and that tax revenue directly funds essential services like education and healthcare.

URA Commissioner General John Musinguzi reiterated the authority’s commitment to its Shs46.6 trillion revenue target for the 2026/27 financial year, expressing confidence that the newly trained officers would be instrumental in achieving this goal. He also pledged URA’s dedication to fighting corruption and indiscipline, urging the graduates to apply their newly acquired knowledge and values rigorously.

Brigadier General Justus Rukundo, Commandant of the Oliver Reginald Tambo School, stated that the course was designed to instill leadership skills, patriotism, and discipline, crucial for Uganda’s socio-economic advancement. He encouraged continuous learning and cautioned the graduates against corruption, sectarianism, and excessive materialism, urging them to be part of the solution.

This strategic partnership between the UPDF and URA signifies a shared commitment to strengthening national capacity through enhanced leadership and integrity in public service.
