Alupo Champions Reforms for Greater African Influence in Global Finance and UN

Speaking at a high-level event during the 81st UN General Assembly in New York, Vice President Jessica Alupo, representing President Museveni, emphasized the critical need for a revamped international financial architecture and a more representative United Nations Security Council. Alupo highlighted that developing countries, particularly in Africa, require greater influence in global decision-making and enhanced fiscal space to effectively finance their development agendas.
Alupo noted Uganda’s support for the Pact for the Future and its associated documents, recognizing their alignment with the African Union’s Agenda 2063. She identified key areas demanding urgent action, including peace and security, accelerated implementation of the Sustainable Development Goals (SDGs), and reforms in international finance, science, technology, and youth empowerment.
Despite the potential of Africa’s youthful population for economic transformation, Alupo pointed out the significant financial constraints hindering progress. She cited limited fiscal space and mounting debt pressures as major impediments, forcing many developing nations to allocate substantial revenue to debt servicing rather than essential investments. Uganda, she stated, firmly backs reforms in international financial institutions to ensure developing countries have a more significant say.
Furthermore, Alupo underscored the importance of taxation in bolstering domestic resources and expressed Uganda’s support for international tax cooperation efforts to combat illicit financial flows. She also addressed the persistent issue of Africa’s under-representation in the UN Security Council, reiterating the continent’s call for reform based on the Ezulwini Consensus and Sirte Declaration. Uganda remains committed to the Pact for the Future, urging the international community to support its full realization for tangible development outcomes across Africa and other developing regions.
