Public Service Minister Gen. Edward Katumba Wamala has issued a stern warning to leaders and technical staff across the Teso sub-region, emphasizing the urgent need to improve service delivery. During a nationwide engagement tour by the Ministry of Public Service, Gen. Katumba met with officials from 12 districts to foster a unified understanding of government objectives and address challenges hindering public service.

Gen. Katumba specifically called out instances where government funds, particularly those allocated under the Parish Development Model (PDM), are allegedly being siphoned off before reaching beneficiaries. He noted that individuals receiving loans were being shortchanged, receiving significantly less than the allocated amounts while still being expected to repay the full sum. This practice, he stated, undermines the very purpose of poverty-alleviation programs.

Further concerns were raised regarding the theft of assets and livestock acquired through government initiatives. The Minister urged Resident District Commissioners (RDCs) to bolster security measures to safeguard these vital investments for the beneficiaries. The issue of ghost workers and payroll irregularities also surfaced, with Gen. Katumba pointing out how these practices drain public resources meant for essential services.

He cited an example where a school allegedly inflated student numbers for government sponsorship, leading to a discrepancy between reported and actual attendees, and raising questions about unaccounted-for funds. To combat these issues, the Minister encouraged local governments to utilize public platforms like radio talk shows for transparent communication about government programs and to address citizens’ concerns effectively.

Gen. Katumba also stressed the importance of functional District Service Commissions in timely recruitment, noting that delays have led to unspent wage funds being returned to the central government. This, he explained, directly translates to a lack of services for citizens. He concluded by calling for integrity, competence, and responsiveness from all public servants, reminding them that their primary duty is to serve the citizens.
