Minister Balaam Orders Arrests in Busia Over Corruption Allegations

Minister Balaam Barugahara’s unannounced inspection tour of Busia district has led to a significant corruption crackdown, with several officials facing arrest. The inspection, which covered key public institutions, uncovered alleged mismanagement of funds, dilapidated infrastructure, and the imposition of illegal charges on citizens.

The minister’s visit began at Busia Central Market, where traders expressed frustration over a locked main gate and severely blocked sewerage systems. Balaam decried the poor state of the facility, directly blaming municipal authorities and ordering the arrest of the Busia Town Clerk.

Moving on to the district council hall, Balaam confronted district and municipal works officials, accusing them of misallocating hundreds of millions of shillings intended for road maintenance. He noted the stark contrast between allocated funds and the poor condition of roads throughout the district, demanding accountability for the missing funds.

Further allegations surfaced concerning the District Service Commission, where officials are accused of soliciting bribes from job seekers. This practice, the minister suggested, could be contributing to delays in filling crucial public service positions.

The education sector was not spared, with accusations of maintaining ghost learners and levying illegal fees on students. Parents reported being charged substantial amounts despite policies aimed at providing free education.

Inspections at health facilities, including Sikuda Health Centre III and Masafu Health Centre IV, also revealed allegations of extortion and subpar service delivery.

The crackdown concluded with the arrest of top district technocrats, including the District Health Officer, District Education Officer, and the Masafu Hospital Medical Superintendent. The operation is part of a broader government initiative to enhance accountability and service delivery in local governments.
