New Ownership Row Erupts Over Kampala's Prime City Square

Kampala’s prominent City Square is at the center of a new ownership controversy. Businessman Hassan Basajjabalaba, representing the Haba Group, has informed Parliament’s Committee on Commissions, Statutory Authorities and State Enterprises (COSASE) that his company secured the right to redevelop the 2.5-acre plot through a legitimate, competitive bidding process.

According to Mr. Basajjabalaba, the former Kampala City Council (KCC) advertised the City Square for redevelopment, and Haba Group was one of approximately six entities that submitted bids for the property. He further stated that the company holds a 49-year sublease for the land.

This claim emerges amidst a broader compensation dispute between Haba Group and the government. Mr. Basajjabalaba has previously contested the amount and extent of payments related to this wider claim, asserting a total of Shs168.8 billion, with a significant portion allegedly remaining unpaid.

The redevelopment plans for City Square have been contentious in the past. Former Lord Mayor Erias Lukwago had strongly opposed any such proposals, emphasizing the importance of preserving open spaces in the city. The current Lord Mayor, Ronald Balimwezo, has also voiced similar sentiments, rejecting plans that could compromise City Square’s function as a public area.

Concerns have also been raised by the Judiciary, which had previously requested a portion of City Square for its expansion. The potential alienation of City Square remains a significant issue for the future of public spaces within Kampala’s urban landscape.
