Wakiso District Councillors Undergo Intensive Governance Training in Hoima

Wakiso District has dispatched 104 councillors to Hoima City for a comprehensive week-long training program. The intensive session is designed to bolster the councillors’ grasp of district governance, parliamentary procedures, local government laws, and effective financial management, including resource mobilization strategies.

The primary objective of this training is to equip the elected officials with the essential skills needed to fulfill their legislative and oversight mandates more effectively. This initiative is expected to lead to improved functioning of the district council and better service delivery.

The decision to conduct this training stemmed from observations made by Wakiso District Chief Administrative Officer, Jude Mark Bukenya, during a council meeting on August 27. He noted significant gaps in councillors’ understanding of council procedures and relevant laws, prompting the call for professional development.

Reports indicated that some councillors had previously encountered difficulties in presenting motions and proposals, with several being rejected due to procedural or legal technicalities. This training aims to rectify such issues and empower councillors to navigate council business with confidence.

Edward Ssentalo Musambwa, Wakiso District Vice Chairperson and a newly elected councillor, expressed optimism about the training. He stated that it will help them align with the district’s standards and effectively serve their constituents. “We want to be trained so that we can meet the standards of this district and effectively serve the people,” he remarked.

Furthermore, the councillors are utilizing their time in Hoima to learn from the city’s experiences, hoping to glean practical insights that can be applied to enhance Wakiso District. “Another reason we have come to Hoima is to learn from this city and see what we can take back to improve our district,” Ssentalo added.

Alhaji Abudru Kaggwa, representing the elderly and a former NRM caucus leader, welcomed the training as timely, given that many councillors are new to their roles and require foundational knowledge of council operations. The training is anticipated to foster greater understanding of responsibilities and promote more productive participation in district council affairs, building on lessons learned from previous council terms marked by operational challenges.
