Omoro Community Dialogue Addresses Post-Conviction Hostility in Defilement Case

The family of a young victim in Omoro District has reportedly faced intimidation and hostility from associates of a man recently convicted of defiling their four-year-old daughter. This difficult situation prompted a community sensitisation meeting, organized by the International Justice Mission (IJM) in collaboration with the Uganda Police Force and local leaders.
The meeting, held in Bwobo-manam Village, Abuga Sub-county, brought together residents, law enforcement, and local government officials. Its primary goal was to discuss the case, clarify the justice process, and strongly discourage any form of intimidation or retaliation against the victim’s family, emphasizing respect for the court’s decision.
The case involved a four-year-old girl, identified only as Piloya, who was lured to a maize plantation by a 25-year-old neighbor on September 12, 2021. The abuse came to light when her mother noticed her distress. Following a police report and medical confirmation, the suspect was apprehended and subsequently charged with aggravated defilement. He was convicted by the High Court in Gulu on February 12, 2026, and sentenced to 26 years in prison.
Local leaders, including LC3 chairperson Walter Odongo, stressed the importance of accepting legal outcomes. “Law is not a matter of opinion,” Odongo stated, commending IJM and security agencies for educating the community on the finality of judgments. He urged calm and adherence to the justice process.
IJM lawyer Atim Florence Lorna cautioned against various forms of gender-based violence, while Inspector Moses Enyitu of Abuga Police Station highlighted ongoing issues like theft and drug abuse in the area. The increased deployment of police officers was welcomed to aid crime response. Enyitu also advised residents to utilize official reporting channels for serious offenses like aggravated defilement, rather than attempting informal resolutions.
A resident, Kenneth Oceng, linked some local crime to substance abuse and gambling, calling for community-wide action and potential by-laws. The dialogue occurred against a backdrop of significant child sexual offense statistics nationwide, with 13,087 girls and 312 boys reported as defilement victims in 2023 alone.
This meeting was held on Tuesday, September 22, to address community tensions and reinforce the rule of law following a recent conviction for aggravated defilement.
