Hoima Deploys 'Garbage Scouts' to Combat Illegal Dumping Ahead of AFCON

Hoima City is taking a proactive stance against illegal garbage dumping, deploying specialized scouts to enforce waste management regulations. This initiative is part of the city’s broader efforts to ensure cleanliness ahead of its role as a host for the upcoming Africa Cup of Nations (AFCON) and the third National Cleaning Day.

Despite having a contracted waste collection service, city officials note that some residents continue to dump waste indiscriminately in streets and drainage systems. This behavior is attributed to poor attitudes towards waste disposal, with some residents reportedly finding the Shs500 waste collection fee prohibitive.

Hoima City Clerk Edward Lwanga stated that the city is determined to enforce existing regulations. The newly deployed scouts will identify individuals disposing of garbage illegally and report them. Offenders will be taken before a designated magistrate to handle city-related matters. Lwanga added that a reward system is in place, with half of any Shs200,000 fine going to the scout who reports the infraction.

The enforcement drive coincides with preparations for the third National Cleaning Day, scheduled for this Saturday. Hoima City East Mayor John Bosco Muhanuzi urged residents to participate, emphasizing the health risks associated with unclean environments and the importance of maintaining a clean city as Hoima’s prominence grows due to its oil and gas industry and AFCON preparations.

Minister for Bunyoro Affairs, Grace Mary Mugasa, highlighted that the National Cleaning Day will also serve as a platform for sensitizing residents on the continuous importance of cleanliness. Hoima Central Market is set to be the main venue for the cleaning exercise, with Prime Minister Robinah Nabbanja expected to lead the event. The city aims to foster a culture of consistent responsible waste disposal among its residents and businesses.
