Questions Linger Over Parish Development Model's Fund Recovery

Uganda’s ambitious Parish Development Model (PDM), intended to uplift low-income households into the cash economy, is encountering significant hurdles regarding the repayment of disbursed funds. The success of this revolving fund, which relies on beneficiaries repaying their loans to enable others to access capital, is now in question.

While the government continues to channel PDM funds through Saccos at the parish level, reports from various communities highlight substantial challenges affecting repayment rates. Officials and beneficiaries alike have pointed to a confluence of factors, including widespread business losses, the impact of adverse weather conditions such as drought, and poor harvests. These economic hardships are creating an environment where repaying loans is proving to be an uphill battle for many.

The PDM was launched with the objective of transforming subsistence farmers and small entrepreneurs into active participants in the money economy. However, the current issues with fund recovery raise concerns about the long-term viability of the program. If funds are not being effectively repaid, the ‘revolving’ aspect of the model, crucial for its continued operation and expansion to new beneficiaries, is threatened.

This situation mirrors concerns previously raised about similar government programs, prompting fears that the PDM could be heading towards a similar fate if these repayment challenges are not adequately addressed. The effectiveness of the PDM hinges on a robust repayment mechanism to ensure its intended impact on poverty reduction and economic empowerment across the country.
