Uganda Eyes Danish Cooperation for Oil Spill Preparedness

Uganda is proactively engaging with Denmark to strengthen its readiness for potential oil spills, particularly concerning Lake Victoria, a vital resource for the nation. These discussions, led by Uganda’s Ambassador to Denmark, Margaret M. Otteskov, occurred in Copenhagen and focused on environmental response and preparedness within the context of Uganda’s burgeoning oil and gas sector.

The proposed cooperation seeks to bolster Uganda’s ability to prevent, prepare for, and effectively respond to environmental incidents, thereby safeguarding Lake Victoria and its resources. This initiative is timely as Uganda anticipates the commencement of commercial oil production, though a definitive timeline remains unannounced.

Lake Victoria plays a crucial role in Uganda’s economy, supporting fishing, transportation, and water supply. Therefore, preparedness for any oil-related environmental emergencies is paramount. Uganda has a National Oil Spill Contingency Plan (NOSCP), launched in 2022, which outlines a tiered response system based on the scale of a spill. This plan places primary responsibility on oil sector licensees and operators, with national resources available for larger incidents.

Despite several past delays in achieving first oil, the government remains committed to commencing production within the current financial year. The anticipated production holds significant potential for generating petroleum revenues and stimulating economic growth.

The environmental discussions were part of broader engagements between Uganda and Denmark, exploring investment and development partnerships. Earlier engagements included a meeting at Denmark’s Ministry of Foreign Affairs, where proposals such as a €70 million agro-industrialisation program for the Uganda Prisons Service were presented.
