Retired Lieutenant Colonel Aine Owomugisha Stephen has been ordered by the High Court’s International Crimes Division to present his defence against serious charges. The court found that the prosecution has established a prima facie case against him concerning aggravated trafficking in children and aggravated defilement.
Justice Susan Okalany made the ruling after reviewing the evidence presented by the prosecution. The court determined that the evidence was sufficient to require Owomugisha to respond to the accusations leveled against him. This decision signifies a critical step in the legal proceedings, moving the case from the prosecution’s presentation to the defence’s opportunity to respond.
The proceedings are taking place amidst broader public and parliamentary discussions regarding the fate of missing persons in Uganda, and concerns about potential human rights abuses. While this specific case focuses on the retired officer’s alleged crimes, it occurs within a context of heightened scrutiny on justice and accountability.
Owomugisha is expected to present his defence, after which the court will proceed towards a final judgment. The ruling emphasizes the judicial process moving forward to address the serious allegations.
