The upcoming Uganda Certificate of Education (UCE) examinations are facing an unexpected hurdle at Nekemeya Memorial Seed School, located on Buvuma Island in Kalangala District. The school requires approximately 580 litres of fuel, estimated at Shs4.6 million, to collect and transport examination papers from the police headquarters in Kalangala Town Council, a distance of about 10 kilometres, over the 12-day examination period.

Headmistress Rose Nalugemwa stated that the school currently possesses only 100 litres of fuel, leaving a significant shortfall of 480 litres. This predicament is attributed to a combination of factors, including inadequate government funding and a reluctance among some parents to contribute financially. While the government provides a grant, it is insufficient to cover all operational costs, including the transportation of sensitive examination materials. Some parents, who might otherwise contribute, have been impacted by disruptions to their livelihoods on Lake Victoria.

This is the first time Nekemeya Memorial Seed School is hosting its own UCE examination center. Previously, candidates had to travel to other islands for their exams. The decision to establish a local center was made in response to perceived parental investment in education, but the logistical demands have now become apparent. The headmistress must make multiple daily trips between islands to collect papers, placing a strain on limited resources.

Concerns are also being raised about the Uganda National Examinations Board’s (UNEB) storage and distribution arrangements for island schools. Unlike some other island schools that have papers stored closer, Nekemeya Memorial Seed School was not granted this facility, adding to the logistical burden.

District officials acknowledge the challenge, with the Kalangala District examination supervisor confirming that schools are responsible for transport costs. Efforts are underway by the Assistant Resident District Commissioner to mobilize fuel and seek solutions from relevant authorities. The UCE exams are set to begin nationwide on October 12, with over 50,000 candidates registered.
