All government ministries, departments, agencies, and local governments have been instructed to synchronize their communication strategies with the recently established National Communication Policy 2026. This directive, issued by the Ministry of ICT and National Guidance, aims to foster better coordination and ensure citizens have improved access to official information.

The policy, which received Cabinet approval in March 2026, mandates that government institutions embed communication practices into the planning, execution, and evaluation phases of all their programs and projects. The goal is to make government initiatives more understandable and accessible to the public.

Minister of ICT and National Guidance, Justine Kasule Lumumba, highlighted that a unified communication approach will enable government bodies to deliver clearer and more consistent messages. The policy seeks to standardize how government communicates across various institutions and strengthen engagement with citizens, including through digital channels.

The Ministry of ICT and National Guidance will spearhead the policy’s implementation, setting communication standards, coordinating messaging, and monitoring adherence. While the ministry leads, individual institutions will retain responsibility for communicating their specific programs, preparing relevant information, and tailoring messages for diverse audiences.

Key implementing bodies will include the Uganda Broadcasting Corporation, Uganda Media Centre, Government Citizen Interaction Centre, Vision Group, Uganda Communications Commission, and the National Information Technology Authority-Uganda. These efforts align with the NRM Government Manifesto 2026–2031 and the Fourth National Development Plan 2025–2030, aiming to ensure citizens can effectively access public services and development opportunities through clear and usable information.

Awareness and training sessions are set to commence to familiarize government institutions with the policy and guide them in integrating its requirements into their daily operations. This initiative follows President Yoweri Museveni’s emphasis on clearer government messaging and his pledge for increased funding in this area.
