Lawmakers on the Parliamentary Committee on Commissions, Statutory Authorities and State Enterprises (COSASE) have voiced serious concerns regarding potential tampering with product testing in Uganda. Allegations suggest that some manufacturers of popular alcoholic beverages, such as waragi, and soft drinks are employing chemicals designed to obscure the true composition of their products.

This practice, if widespread, could render the tests conducted by the Uganda National Bureau of Standards (UNBS) ineffective. During an inspection of UNBS facilities, committee members were reportedly informed that certain chemicals make it difficult for laboratory analysis to identify the actual ingredients present in these drinks. This raises significant questions about consumer safety and the integrity of product quality enforcement.

The committee’s visit also highlighted other critical issues affecting UNBS’s operational capacity. Visible structural defects, including cracks in the laboratory building, were noted, posing a risk to sensitive equipment and personnel. Furthermore, concerns were raised about the bureau being overwhelmed by the volume of samples, compounded by insufficient staffing and malfunctioning equipment.

COSASE Chairperson Muwadda Nkunyingi stressed the urgency of addressing these infrastructure and resource challenges to ensure UNBS can effectively carry out its mandate. UNBS Executive Director Eng. James Kasigwa acknowledged the committee’s findings and suggested strengthening regional testing centers as a potential solution to alleviate pressure on the main laboratory and improve service delivery nationwide.

The committee’s oversight aims to ensure that public institutions like UNBS are equipped and functioning adequately to protect Ugandan consumers from potentially harmful or substandard products.
