The Bukedi sub-region is witnessing a significant transformation in its security landscape thanks to the implementation of a sub-county policing model. This strategic approach, aimed at decentralizing police services, ensures that law enforcement is more accessible, responsive, and proactive in addressing community safety concerns.
North Bukedi Regional Police Spokesperson, ASP Wilfred Kyempasa, highlighted that the police are actively engaging with communities, raising awareness about security matters, and fostering greater engagement. This has led to a notable reduction in reported crimes. “The model is making an impact because the number of crimes reported has drastically reduced,” stated Kyempasa.
The core principle of the sub-county model is to bridge the gap between residents and police stations, eliminating the need for victims to travel long distances to report incidents or seek assistance. “We do not have to wait for crime to happen or have victims travel long distances to seek help,” Kyempasa added, emphasizing how this approach is reshaping the relationship between law enforcement and the public.
By strengthening police operations at the sub-county level and ensuring adequate logistical support, officers can maintain consistent contact with local leaders and residents. This allows for a better understanding of specific local security concerns, enabling tailored responses to issues ranging from petty theft to domestic violence.
Local leaders have welcomed the initiative. Mr. Julius Natudei, Kamonkoli Town Council LC3 Chairperson, noted that the presence of a police station has alleviated fears among locals, even though petty crimes persist. “The setting up of the police station is a big milestone,” he remarked.
While the model shows promise, the Uganda Police Force is seeking Sh2.5 trillion to fully implement it nationwide, citing insufficient personnel for field deployment due to administrative and specialized roles. Currently, only about 44,639 out of over 51,000 personnel are eligible for field deployment across various levels.
This initiative aligns with a presidential directive aimed at establishing a police station in every sub-county, a move designed to bolster national security and community trust. The sub-county policing model is a key component of the Uganda Police Force’s strategy to enhance security services across the country.
