Health PS Atwine Rebukes Minister Kawooya Over Doctor's 'Suspension'
The Permanent Secretary of the Ministry of Health, Dr. Diana Atwine, has publicly countered State Minister for Health Anifa Kawooya's directive to suspend a doctor, asserting that such disciplinary actions must follow established government procedures. The conflict arose after Minister Kawooya, in a viral video, appeared to suspend Dr. Robert Candia of Arua Regional Referral Hospital for perceived disrespect. A public disagreement has emerged between the Ministry of Health’s Permanent Secretary, Dr. Diana Atwine, and State Minister for Health, Anifa Kawooya, regarding the handling of a disciplinary matter involving Dr. Robert Candia at Arua Regional Referral Hospital.
The controversy began when a video circulated online showing Minister Kawooya confronting Dr. Candia for allegedly showing disrespect by keeping his hands in his pockets during a discussion. The minister then declared, “For you, it’s suspension. I have said suspension…”
However, Dr. Atwine has clarified that Dr. Candia has not been formally suspended. In a statement, she emphasized that the government has set procedures for disciplinary actions within public service, and any action against an officer must adhere to these administrative requirements. She urged health professionals to maintain high standards and focus on delivering uninterrupted healthcare.
The Uganda Medical Association (UMA) also weighed in, condemning the incident and calling for the reversal of the purported suspension. UMA President Frank Asiimwe stated that health facilities should be professional environments for patient care, not stages for public confrontation or “roadside court-martials.”
This incident highlights a growing trend of confrontational inspection tours by government officials, where public servants are often reprimanded publicly. While proponents argue this approach ensures accountability, critics warn it can undermine established procedures and individual rights, potentially leading to legal challenges for the government.
