Tom Ronald Omara, an inspector of schools, and Ambrose Okot, a businessman, have been formally charged with conspiracy to commit a felony, obtaining money through false pretences, and personation. The duo appeared before the City Hall Court and denied all accusations.

According to the prosecution, the alleged offenses occurred in June 2026. It is claimed that the two men conspired to defraud individuals by falsely promising to resolve various education-related issues. These alleged promises included facilitating the registration of private Primary Leaving Examination (PLE) candidates as if they were part of the Universal Primary Education (UPE) scheme.

Specific allegations detail Okot receiving Shs500,000 from Sammy Bob Okino under the guise of resolving issues at Lango College. He is also accused of taking Shs1.5 million from Moses Ayindi to arrange a relative’s transfer. In a more significant transaction, both Okot and Omara are alleged to have jointly obtained Shs2 million from Leonard Omara in Lira City. This sum was reportedly given in exchange for promises to register private PLE candidates as UPE candidates at Olaka Child Care Primary School.

Okot faces an additional charge of personation for allegedly posing as a legal officer from the Uganda National Examinations Board (UNEB) to secure the Shs2 million. The prosecution stated that investigations are ongoing, including verification of financial transaction details. The court has remanded the accused until October 30, 2026, pending further proceedings.
