District Chairperson Abasi Kizito has ordered the immediate closure of the Lwengo NIRA office, citing widespread complaints of alleged extortion. Residents seeking national identity cards have reportedly been asked to pay unofficial fees ranging from Shs5,000 to Shs10,000.

Kizito expressed deep concern that individuals unable to afford these charges are being denied their national IDs. “Someone who has no money is told to go back and return when they have money if they want to get their national ID. It hurts me,” he stated, highlighting the lack of compassion shown to vulnerable residents.

Attempts by district leaders to reach the NIRA office in-charge, Rose Kisule, for an explanation have been unsuccessful. Despite numerous calls and written invitations to meetings, she has reportedly remained unresponsive, leading to frustration among local leadership.

The office is expected to remain closed until the NIRA executive director appoints a new official capable of providing services without alleged mistreatment. This closure, while intended to prompt an investigation, may disrupt access to essential identification services for the local population.

Adding to the concerns, the Resident District Commissioner, Immy Kateera, confirmed his office has also received similar extortion complaints. Furthermore, security personnel in Sembabule District arrested a man suspected of impersonating a NIRA official and using forged documents, though a direct link to the Lwengo office has not been established.

Many residents found waiting at the office corroborated the allegations, stating they were asked for money before receiving their cards. The situation has raised significant concern among citizens who rely on national IDs for various services.

Councillor Kayondo Mubaraka supported the closure, emphasizing that citizens should not face unofficial charges for government services. While Kisule has previously denied such allegations before a district committee, her response to the latest complaints remains unobtained.
