The Ministry of Health has issued a clarification regarding the status of Dr. Robert Candia, a senior dental surgeon at Arua Regional Referral Hospital, asserting that he has not been suspended. This statement comes after a widely circulated video showed Minister of State for Health (General Duties) Anifa Kawooya ordering Dr. Candia’s immediate removal and suspension during an oversight visit.
Permanent Secretary Dr. Diana Atwine confirmed that Dr. Candia continues to perform his duties. She emphasized that the Ugandan government has established procedures for handling disciplinary matters, and any such actions must adhere to public service regulations. The ministry reiterated its commitment to constructive engagement with health workers while upholding accountability and quality patient care.
The incident and the minister’s subsequent order drew sharp condemnation from the Uganda Medical Association (UMA). UMA described the minister’s actions as an “overreach of political authority” and a violation of due process. They argued that an alleged breach of etiquette, such as hand placement during an exchange, does not warrant a summary suspension.
UMA President Prof. Frank Asiimwe criticized the minister’s conduct, stating that oversight visits should remain professional and not devolve into public displays of power. He highlighted that healthcare facilities are centers of clinical science and critical interventions, not stages for political posturing or “roadside court-martials.”
The UMA pointed out that summary suspensions made at the “political whim” violate constitutional rights to fair administrative treatment and public service standing orders, which outline formal disciplinary procedures. They also noted that the mandate to regulate professional conduct lies with the Medical and Dental Practitioners Council, not with political leaders making on-the-spot judgments.
