The Ugandan government is taking a proactive stance to safeguard children from the perils of the digital world. Recognizing that young people are increasingly immersed in technology from a very early age, officials are pushing for enhanced guidance and regulatory measures.
Mr. Nyombi Thembo, Executive Director of the Uganda Communications Commission (UCC), highlighted the significant exposure children face to risks such as cyberbullying, addiction, and unsuitable content due to the unguided use of digital tools. He noted that children today are “digital citizens” from infancy, often more adept with tablets than traditional toys.
This initiative comes as online platforms play a crucial role in education and social interaction. The government is committed to creating safety nets, acknowledging that while the internet offers access to knowledge and opportunities, it also presents dangers like harassment, exploitation, misinformation, and addiction. The consequences of online harm can be profound, especially for children.
Dr. Aminah Zawedde, Permanent Secretary of the Ministry of ICT and National Guidance, stressed that protecting children online is now as critical as addressing issues like child labor and trafficking. She pointed out that with a large percentage of the population participating in digital spaces, online safety must be a priority, especially after the pandemic highlighted the reliance on online platforms for learning.
The government is calling for a collective effort from various stakeholders, including law enforcement, telecommunication companies, technology developers, civil society, parents, and children themselves, to support the Child Online Protection (COP) Campaign. The goal is to foster a culture of digital literacy and online safety, ensuring that Uganda’s digital transformation benefits all generations in a secure and inclusive manner.
