Ministerial Visits to Hospitals: A Call for Respectful Oversight

The practice of ministers making unannounced visits to hospitals, often referred to as “spot checks,” is a common occurrence in Uganda. While the intention behind these visits is generally to assess the quality of healthcare services and identify areas for improvement, the manner in which they are conducted can sometimes undermine the very professionals they aim to scrutinize.

The author, Nicholas Sengooba, writing for the Daily Monitor, suggests that these visits, though well-meaning, can inadvertently disrupt the delicate workflow of hospitals. Medical professionals are trained to follow established protocols and patient care procedures. When ministers arrive, particularly with an air of surprise and expectation of immediate answers or visible changes, it can put doctors and nurses in a difficult position. This can lead to situations where staff might feel pressured to present an idealized version of events, rather than the reality of day-to-day challenges.

Instead of abrupt interventions, Sengooba posits that a more constructive approach would involve ministers engaging with healthcare workers through established channels and respecting the established professional hierarchies and processes. This means understanding that complex issues within the healthcare system often require systematic solutions rather than quick fixes. Allowing doctors and hospital administrators to present their challenges and proposed solutions in a planned and organized manner can yield more meaningful insights and sustainable improvements.

Ultimately, the goal of ministerial oversight should be to support and strengthen the healthcare system. This requires a collaborative approach that values the expertise of medical professionals and allows them the space to operate effectively, even when under scrutiny. Respecting the established procedures and providing opportunities for genuine dialogue, rather than solely relying on surprise inspections, could lead to more effective governance and better healthcare outcomes for all Ugandans.
