Budaka District Local Government has finally resolved a prolonged administrative stalemate by approving Yusuf Mugombe as the fifth member of its District Service Commission (DSC). The decision paves the way for the commission to resume critical recruitment, confirmation, and disciplinary functions that had ground to a halt.
For months, the district operated with only four members on the commission. This shortfall paralyzed operations, as the Ministry of Public Service declined a waiver request that would have allowed the four-member team to continue functioning legally.
During a council session chaired by district speaker Timothy Mwayi, Deputy Chief Administrative Officer Anthony Egesa urged leaders to finalize the appointment. Previously, the council had rejected a different nominee, Ali Tagu, in September and referred his name for further scrutiny.
LC5 Chairperson Anthony Kateu emphasized that the district was at a standstill without a complete commission. The inactivity severely impacted public service delivery, leaving numerous job vacancies unfilled and stalling staff confirmations.
Elected officials welcomed the resolution. Sam Nduga, a councillor representing Mugiti Sub-county, noted that the community wanted to avoid relying on a commission imported from another district.
Meanwhile, workers’ representative Gadala Daphne highlighted the heavy toll the delays took on the education sector. Out of 59 head teacher positions in the district, 17 were left occupied by staff serving in acting capacities. With Mugombe’s approval representing urban council authorities, the DSC is now fully constituted to address these urgent staffing gaps.
