The Ugandan Parliament has formally recommended the disbandment of the current leadership of the Uganda Human Rights Commission (UHRC). This decision follows comprehensive reports presented by the Committee on Legal and Parliamentary Affairs and the Committee on Commissions, Statutory Authorities and State Enterprises (COSASE).
According to the findings, the institution has suffered from severe mismanagement, a total breakdown in working relations among leaders, and alleged misconduct. The Legal and Parliamentary Affairs Committee highlighted failed reconciliation attempts between Chairperson Mariam Wangadya and three commissioners. Furthermore, the inquiry revealed that over 215 complaints were solely terminated by Wangadya between January 2023 and March 2026 without proper commission sittings, undermining natural justice.
Lawmakers also expressed concern that the last tribunal session took place in November 2025, leaving numerous citizens without access to justice. Additional allegations involved financial misconduct, abuse of office, and certain commissioners partaking in partisan politics while in active service.
During plenary debates, MPs supported strict measures to restore the integrity of the constitutional body. While some leaders cautioned against punishing blameless technical staff, the House ultimately adopted recommendations pushing for a fresh start with a newly appointed leadership team. Investigations by the Inspectorate of Government and an audit by the Auditor General have also been recommended.
