Rwandan President Paul Kagame has weighed in on the ongoing national debate regarding public dress codes, asserting that communities possess legitimate cultural standards that deserve respect. Speaking to more than 10,000 young citizens at the BK Arena in Kigali during a “Meet The President” session, Kagame explained that clothing choices must be viewed through the lens of specific contexts and local values.

Addressing the youthful audience, the president used beach attire as an illustration, noting that while certain garments are appropriate for seaside relaxation, they would be entirely out of place in other public settings. He stressed that these expectations apply equally to both men and women, pushing back against the notion that dress code debates disproportionately target females.

The discussion surrounding public attire has intensified in Rwanda following recent incidents where individuals faced scrutiny over their outfits. Notably, a public outcry erupted after a video circulated online showing police officers forcefully handcuffing a young woman wearing a miniskirt at a Rubavu bus park. In response to the backlash, the Rwanda National Police cleared the woman of any wrongdoing and detained the officers involved pending disciplinary reviews, while human rights advocates criticized the harassment.

Kagame likened a society’s reaction to unfamiliar foreign practices to the human body rejecting a foreign object or a splinter. He suggested that communities naturally attempt to push out cultural imports that conflict with established norms, viewing this friction as a form of social self-regulation. However, the Rwandan leader emphasized that any disagreements regarding cultural values should be resolved through peaceful dialogue rather than hostility or intimidation.

Concluding his remarks, Kagame urged young people to carefully reflect on the values they wish to uphold and to openly question incoming social norms that do not align with local culture or provide societal benefits.
