The Uganda Communications Commission (UCC) has issued a stern warning to the public against purchasing internet services from unregistered distributors. According to the regulator, dealing with unlicensed operators exposes users to severe security vulnerabilities, including potential unauthorized access to sensitive banking and mobile money accounts.

Ibrahim Bbosa, UCC’s head of corporate communications, revealed that over 4,000 unlicensed internet distributors recently attended a consultative meeting to seek guidance on regularizing their operations. The turnout far exceeded initial expectations, highlighting the widespread nature of the informal reselling network across the country.

These unregistered distributors typically purchase large data bundles from licensed internet service providers and resell the connectivity at discounted rates. Operating primarily in high-density areas such as schools, universities, and downtown shopping malls, they utilize routers to create localized networks and market their services via messaging platforms like WhatsApp using physical or digital vouchers.

While buying internet data for personal or office use remains completely legal, reselling that connectivity commercially without proper licensing breaches regulatory frameworks. Bbosa emphasized that sharing internet access freely does not violate regulations, but establishing a commercial vendor-customer relationship requires official compliance.

Furthermore, the UCC noted that these informal operations undermine fair market competition by undercutting fully registered telecommunications companies that diligently pay taxes. However, the regulator clarified that it is not fundamentally opposed to this business model, acknowledging its potential to boost internet penetration across Uganda if operators adhere to legal requirements.

To streamline the compliance process, the UCC rolled out a dedicated online portal enabling these distributors to submit their registration details. The commission is also exploring the possibility of establishing a tailored regulatory framework to help these secondary providers operate legally while safeguarding consumers.
