Political and opinion leaders in Eastern Uganda have initiated urgent consultations with security agencies and President Museveni following the arrest of retired Lt Gen Peter Elwelu. The high-profile arrest in Soroti City has triggered widespread anxiety in the Teso sub-region, an area with a historical sensitivity to armed rebellion and prolonged insecurity.
Soroti City West MP and NRM Eastern Region Vice Chairman David Calvin Echodu stated that he received numerous phone calls from concerned citizens and party leaders shortly after the detention. In response, regional figures sought clarification from responsible government institutions and briefed President Museveni on the unfolding situation. Echodu emphasized the need for a transparent and speedy inquiry while urging the public to avoid inflammatory statements that could heighten local tensions.
The arrest stems from allegations by the Uganda People’s Defence Forces (UPDF) that Elwelu was involved in subversive activities aimed at destabilising Teso. Acting Defence Public Information Director Col Chris Magezi reported that security forces recovered 15 firearms, military uniforms, and two pickup trucks linked to the former army commander. The action followed public accusations of treachery by Chief of Defence Forces Gen Muhoozi Kainerugaba.
Retired Lt Gen Elwelu remains one of Uganda’s most prominent and controversial military figures, having served as Land Forces commander and Deputy Chief of Defence Forces before transitioning to presidential advisory roles. His military history also includes commanding the controversial 2016 Rwenzururu palace raid in Kasese. As investigations continue, Teso leaders maintain that open communication from authorities is vital to prevent panic and speculation.
