The Forum for Democratic Change (FDC) has raised concerns regarding the leadership of the Inter-Party Organisation for Dialogue (IPOD). FDC Vice Chairperson Robert Centenary has publicly demanded an explanation from Democratic Party (DP) president Norbert Mao concerning what the party describes as a delayed handover of the IPOD chairmanship.
According to the agreed rotational arrangement, Mao was expected to lead IPOD for a period of six months. However, Centenary noted that fourteen months have elapsed without any communication about the next summit or a transfer of power to the FDC, which is next in line to take over the mantle.
Centenary expressed disappointment, pointing out that Mao, who also serves as the Minister of Justice and Constitutional Affairs, should be setting a positive example by respecting institutional rules. The FDC leadership questioned whether the rotational framework had been scrapped, extended, or if the organization’s activities had been suspended indefinitely.
Furthermore, the FDC highlighted potential conflicts of interest stemming from Mao’s dual responsibilities as an opposition party head and a government cabinet minister. The party questioned whether Mao was genuinely representing opposition interests or if his position had been compromised, especially given that IPOD receives financial support through the national budget.
The ongoing dispute highlights fresh challenges facing IPOD, a crucial platform designed to foster constructive dialogue, democratic governance, and electoral reforms among Uganda’s political parties represented in Parliament. The FDC maintained that they are fully prepared to assume leadership and steer the dialogue platform forward.
