The Ugandan government has disclosed the specifics of the Rationalisation of Government Agencies and Public Expenditure (Rapex) reform, naming 60 merged and retained agencies as part of a major public policy restructuring.

According to officials, the sweeping rationalisation programme is expected to yield approximately Shs959 billion annually in both wage and non-wage expenditures. However, authorities clarified that these figures represent projected savings rather than funds already realised.

While addressing reporters in Kampala, ICT Minister Justine Kasule Lumumba explained that the Cabinet, chaired by President Yoweri Museveni, had to revise the implementation roadmap. This adjustment allows Parliament adequate time to pass four pending Bills required to finalise the merger of the remaining agencies.

The broader Rapex initiative aims to curb ballooning public expenditure and reduce the country’s reliance on domestic and external borrowing amid persistent budget deficits. As part of these ongoing administrative cost-cutting measures, related reforms have also impacted other public sectors, including holiday spending cuts and institutional reorganisations.
