Principal Judge Jane Frances Abodo has strongly challenged justice sector institutions in Uganda to take decisive action against prolonged pre-trial detention. Chairing the inaugural meeting of the National Taskforce on Criminal Justice Efficiency and Prisons Decongestion at the Supreme Court Conference Hall in Kampala, she warned against generating another report that merely restates familiar challenges without creating tangible change.
Abodo highlighted that numerous accused individuals spend extended periods on remand, often trapped at the investigation or committal stages without sufficient evidence to support prosecution. She noted that this delays justice, violates personal liberty and dignity, and places severe financial and social burdens on affected families.
At the same time, the Principal Judge emphasized that initiatives aimed at reducing prison congestion must not compromise public safety or the rights of victims. She urged stakeholders to adopt a sustainable approach that carefully balances individual liberties with the efficient administration of the law.
The taskforce unites key institutions including the Judiciary, the Office of the Director of Public Prosecutions, the Attorney General’s Chambers, the Uganda Police Force, and the Uganda Prisons Service. During the meeting, these agencies presented reports detailing institutional challenges and agreed on a roadmap.
A technical team was subsequently established to gather case-file data, consult stakeholders, and formulate recommendations for the Chief Justice. This collaborative effort traces its roots to a March 2026 discussion between Chief Justice Dr. Flavian Zeija and former Attorney General Kiryowa Kiwanuka, aimed at resolving stalled cases and easing the pressure on Uganda’s prisons.
