Former Owino Market leader Susan Kushaba has appeared at the Buganda Road Chief Magistrate’s Court to face criminal charges. She is accused of directing foul and insulting remarks toward Kampala Minister Minsa Kabanda during an appearance on Investigator TikTok.

According to the prosecution, Kushaba allegedly described Minister Kabanda as a fraudster and a land grabber during the digital broadcast. The remarks are the latest flashpoint in a deep-seated political rivalry between the two figures, which originally stemmed from disputes over the management of St Balikuddembe Market, commonly known as Owino Market.

The friction between Kushaba and Kabanda intensified during the January 2026 parliamentary elections in Kampala Central. Kushaba contested the seat against Kabanda, who ultimately secured victory on the National Resistance Movement (NRM) ticket.

Beyond electoral politics, Kushaba, a member of the Patriotic League of Uganda (PLU) led by Gen Muhoozi Kainerugaba, has openly questioned Kabanda’s capacity to rally Kampala residents behind the general’s political ambitions. During her media appearances, she frequently challenged Kabanda’s political standing and mobilization credentials.

The court case arrives shortly after a significant Constitutional Court ruling on Wednesday, November 4, 2026, which declared that restricting certain insult-protection laws exclusively to women and girls is unconstitutional, ordering parliament to amend the provision.
