The Uganda People’s Defence Forces (UPDF) has dismissed reports claiming that retired Lt Gen Peter Elwelu surrendered voluntarily following personal safety guarantees from President Yoweri Museveni. Speaking on the high-profile detention, the Acting Director of Defence Public Information, Col Chris Magezi, clarified that the retired general only gave himself up because security forces had completely cornered him with no alternative options left.
According to the military, President Museveni did not offer any assurances regarding personal safety to Gen Elwelu. The UPDF reiterated its stance that the military hierarchy enforces strict discipline across all ranks, meaning anyone who breaks the law will face accountability without fear or favour. Consequently, Gen Elwelu is set to answer for his actions before the UPDF General Court Martial.
The apprehension of the former Deputy Commander of Land Forces follows security operations in the Teso sub-region, where authorities reported recovering firearms, military fatigues, and vehicles linked to alleged subversive activities. Chief of Defence Forces Gen Muhoozi Kainerugaba previously accused the retired officer of treason, while several soldiers linked to the case have also been detained.
These developments have triggered anxiety and concern among political and cultural leaders in Eastern Uganda. Leaders including Soroti City West MP David Calvin Echodu and Iteso Cultural Union head Paul Sande Emolot have appealed for calm, urging residents to exercise patience while engaging the executive. Meanwhile, opposition figures like Alliance for National Transformation Secretary General Alice Alaso have cautioned against arbitrary actions, emphasizing the need for fair judicial procedures under the rule of law. Gen Elwelu remains in secure custody as investigations conclude ahead of his court martial appearance.
