The National Social Security Fund (NSSF) has shifted its strategy in the long-running Temangalo land dispute, abandoning an earlier settlement plan to fully reclaim 55 acres of property it bought nearly two decades ago.

Appearing before Parliament’s Committee on Commissions, Statutory Authorities and State Enterprises (COSASE), NSSF Managing Director Patrick Ayota informed legislators that the fund has opted to pursue full possession of the land rather than compromise.

The contested 55 acres are part of a larger 463.87-acre parcel acquired by the pension fund in 2008 from businessman Amos Nzeyi and ARMA Ltd for Shs11 billion. Despite holding the land titles, NSSF has struggled to take full control, with Mr. Nzeyi continuing to occupy portions of the property.

According to Mr. Ayota, recent discussions between NSSF and Mr. Nzeyi led to an agreement to carry out a joint survey. This exercise is designed to clearly establish exact boundaries and resolve the protracted impasse once and for all.

The 18-year-old dispute has drawn intense scrutiny from lawmakers probing various NSSF projects and historical transactions. Critics argue that allowing sellers to retain possession indefinitely after receiving payment sets a concerning precedent for public pension management.
