Former Kampala Mayor Al Hajj Nasser Ntege Sebaggala was supposed to hand over officially to the Lord Mayor on Thursday morning but did not show up citing sickness. The Lord Mayor Lukwago Erias together with the new Kampala CEO Jennifer Musisi Semakula waited for him but in vain.

The Kampala CEO later reached him on phone and 'Seya' as he is fondly called promised to appear on Monday. The Mayor elect expressed concern about the delayed handover which has greatly affected him because he was to start work on the May 20, but up to now, he has still done nothing.

Yesterday Al Hajj Sebagala appeared before the Parliamentary Appointments Committee so that he can convince them on his newly acquired role of Minister without portfolio but he fell short of the required standards.

It is not clear if the former Mayor's not appearing to Kampala City Hall for the handover process is linked to his being rejected for the post of Minister without portfolio in the President's office.
